Woodfin: what the ground and the paperwork look like

Local facts for Woodfin, with sources and the date we read them.

Woodfin had 7,936 residents at the 2020 census (US Census Bureau QuickFacts, read 4 November 2026). The town sits just north of downtown Asheville along the French Broad River, with Riverside Drive running beside the water. River bottoms are flat, and flat ground beside a river holds water.

When Helene arrived on 27 September 2024, the river flooded homes, bridges and the town's largest employer, Silver Line, according to local news coverage. Afterwards the state awarded the town $284,000 for flood mitigation and stormwater work at Riverside Park. We use these as context; they do not describe any particular house.

Why river bottom houses behave differently

A house near a river is not usually threatened by landslide, but the water table can sit close to the surface. A crawl space below that level takes in water through the soil even when no rain falls. In that case a thin plastic sheet alone will not hold, and drainage or a sump may be part of any plan. Ask the visitor how they know where the water table sits, and look at the crawl space after a wet week rather than a dry one.

Houses on the hills above Riverside Drive have the opposite problem: runoff and slope. Check which side of the road your lot is on.

Which office

Woodfin contracts with Buncombe County Permits and Inspections. Call the county or use its online portal. A lot near the river may also lie in a mapped flood zone, which brings its own rules for building work. Ask the office to check the parcel. Details are on the permit page.

If your house flooded

Dated photographs, moisture readings and receipts matter for insurance and for any later sale. Read crawl space moisture for the checks, and see the price page for published ranges.

Questions for a riverside lot

Ask the permit office whether your parcel is in a flood zone, and whether a repair that raises or replaces footings changes what is allowed there. Ask your insurer separately about what is covered, since flood and ordinary home policies differ. Keep copies of every reading and receipt in one folder. These questions cost nothing to ask and shape the whole decision, so make the calls before anyone arrives with a price.
